Abstract

Sudan has experienced conflict and war since gaining independence from Great Britain in 1956. This thesis will focus on the second civil war that began in 1983 and ended with the signing of the Comprehensive Peace Agreement in 2005, and the roles certain non-governmental organizations, humanitarian aid groups, played in that conflict. In examining two Norwegian organizations, Norwegian Church Aid and Norwegian People's Aid, the United Nations negotiated umbrella organization Operation Lifeline Sudan, and USAID, there is little that is clear cut and unambiguous about the consequences of the involvement of these four NGOs in that war. As some of these NGOs appeared to prolong the conflict and still others appeared to diligently towards a more timely peace solution, it is challenging to analyze, definitively, the motivations and intentions of these groups. Both civil war and humanitarian assistance are exceedingly complex in their operations and effects (and perhaps doubly so in combination), and the effort to untangle those complexities can only be partial and approximate in relation to the historical realities being investigated.
