Abstract
The goal for this thesis was to produce an Adaptive Management Strategy for Total Maximum Daily Load (TMDL) Implementation. This research provided a basic look at finding possible strategies that may help the TMDL program work more efficiently. The purpose was to create a framework that improves the existing TMDL framework. This involved addressing issues with the existing program and producing a framework that meets those needs.
